In today’s increasingly complex regulatory and reporting environment, business officers play a vital role in achieving operational effectiveness and efficiency and strengthening our campus controls so that we can achieve our mission of continued excellence in teaching, research and public service. Campus decision-makers rely on business officers in each and every unit to control campus operations and to give reasonable assurance regarding the achievement of our strategic objectives.

Business officers are responsible for a wide range of activities, including financial management, contract and grant administration, data security, contract negotiations, facilities and space management, safety programs, strategic planning, and human resource administration. They must manage resources effectively and efficiently, identify and mitigate risks to attain program objectives, maintain a sound financial condition for the unit and its programs, and comply with applicable laws, regulations and University policies.

These responsibilities can seem overwhelming to new managers and financial staff, and even unit business officers with years of experience can be confused by new policies and regulations, or by existing policies that are not encountered frequently.

To support the professional development of our business officers and to promote excellence in financial management throughout the campus, the Vice Chancellor for Administration & Finance is sponsoring the Financial Management Certificate Program (FMCP). The purpose of the FMCP is to provide a comprehensive training program that emphasizes ethical management, good business practices, and sound judgment by fostering quality risk assessment skills, and the development of effective internal controls.

The Financial Management Certification Program will benefit business officers, campus units, and the University by clarifying performance expectations, developing a consistent and reliable approach to financial management and risk mitigation efforts, and aiding the campus in succession planning.
